Better yet, make chatting a skill: lv0 you can chat in the rookie channel, and player channels lv1 you can chat with other chars ??? lv5 you can chat in Jita!

Filters used to work but it was too easy to spot those CNRs, so CCP probably made it difficult. Just use Show All, that way you'll get to spot the MR drones too, and evaluate its position.
